In view of the fact that "the President of Ukraine has twice neglected the demands of The Verkhovna Rada of Ukraine concerning dismissal of Stelmakh Volodymyr Semenovych from the post of a Head of the National Bank", the Parliament declared that "by his inactivity in the situation in the finance and credit sector of Ukraine, Yushchenko Viktor Andriyovych, President of Ukraine, assumed personal responsibility for the abrupt depreciation of Ukrainian currency, numerous speculations at the foreign exchange and mortgage markets, non-fulfillment of obligations of the commercial banks before the bank depositors, total lack of supervision of the National Bank over the activity of commercial banks, which resulted in substantial deterioration of the well-fare of Ukrainian citizens".
